2-33 ENVIRONMENTAL ADVISRORY COMMITTEE.
2-33.1 Creation; Membership. 

a.There is hereby created a committee known as the "Environmental Advisory Committee of Rockaway Township" (hereinafter referred to as the "Committee") which is established to perform assigned research and to serve in an advisory capacity regarding assignment requests, which shall only be made by the Mayor, the Council, the Open Space Committee, the Zoning Board of Adjustment, or the Planning Board regarding issues including but not limited to the protection, development or use of natural resources, including water resources located within the Township

b.This Committee shall consist of seven members appointed by the Mayor, one of whom shall also be a member of the Planning Board and all of whom shall be residents of the Township. The Mayor of the Township shall designate one of the members to serve as Chairman and presiding officer of the Committee. Members shall serve without compensation. The term of office shall be one year or until the appointment of their successors

c. The Mayor or Council may remove any member for cause and then only upon written charges served upon that member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel

d. A vacancy on the committee occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as an original appointment.

e. The Mayor shall provide for the appointment of not more than two alternate members. Alternate members shall be designated at the time of the appointment as Alternate No. 1 and Alternate No. 2. The terms of the alternate members shall be for one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired term only

2-33.2 Duties. 

a. The Committee shall accept assignments for review and conduct research with respect thereto.  It shall keep an index of all open areas, publicly or privately owned, including open marsh lands, swamps and other wetlands in order to obtain information and t report on the potential environmental impact which may result from a proposed use and/or development of such areas

b.The Committee shall also serve generally in an advisory capacity concerning open space preservation, water pollution control, air pollution control, solid waste management, noise control, soil and landscape protection, environmental appearances, marine resources in lakes, streams and rivers, and protection of flora and fauna
